Local content policy in Nigeria's oil and gas sector has been debated for as long as I've been in this industry — usually framed as a question of national policy, jobs, and capacity building. Having spent a decade delivering turnkey infrastructure projects and a further decade running an engineering company that has to actually source, procure, and build within that policy environment, I'd add a more practical dimension to that conversation: local content isn't just good policy. On the projects I've delivered, it has often been the more reliable engineering decision too.
Import dependency is a schedule risk, not just a cost issue
Earlier, in a different piece, I described procurement lead time as the single biggest threat to project schedules I've encountered across a decade of tank farm and depot delivery. A meaningful share of that lead-time risk comes specifically from dependence on imported equipment — manufacturing lead times, shipping schedules, customs clearance, currency timing, all stacked on top of each other before a component ever reaches site.
Every increment of capability that can be sourced or fabricated locally is an increment of that compounded risk removed from the schedule. This isn't an abstract policy benefit. It's a direct, practical reduction in the number of things that can delay a project.
Where local capacity has genuinely grown
Over three decades, I've watched local fabrication and engineering services capability in Nigeria's oil and gas sector grow substantially — civil works, structural fabrication, and increasingly more specialized scopes are handled by Nigerian firms at a standard that simply didn't exist when I started my career. That growth deserves more recognition than it tends to get in conversations that focus only on what still has to be imported.
Where the gap is still real
At the same time, I don't think it's honest to claim the gap has closed. Specialized equipment for petroleum and aviation fuel storage — certain valves, instrumentation, and tank components built to specific international standards — still largely comes from established overseas manufacturers, and pretending otherwise doesn't serve anyone building real infrastructure on a real timeline.
The more useful conversation, in my view, isn't "import versus local" as a binary. It's identifying, scope by scope, where local capability has genuinely reached the standard required, and being honest about where it hasn't yet — and investing deliberately in closing that gap for the categories that matter most for schedule and cost exposure.
What I'd want to see more of
- Clearer, more consistent local content requirements that companies can actually plan around, rather than requirements that shift project to project.
- Continued investment in domestic fabrication standards specifically for the equipment categories most exposed to import lead-time risk.
- More structured knowledge transfer between local and international suppliers on the categories where Nigerian capability is closest to meeting international specification, so that gap closes faster.
Having built Awimax within this environment, I don't see local content as a constraint to work around. I see it as one of the more practical levers available for making Nigerian infrastructure delivery faster and more resilient — and after three decades watching the gap narrow steadily, I'd rather see that progress accelerated deliberately than left to happen on its own.
